VI Strong — Virgin Islands flag painted on weathered wood

Practical Priorities for Everyday Island Life

Gregory is focused on practical solutions that improve daily life, strengthen local businesses, and create a more reliable future for St. Thomas and St. John.

Independent leadership. Local experience. Real accountability.

Reliable Roads, Utilities & Essential Services

Reliable roads, electricity, water, and emergency services affect every part of island life. Gregory believes residents and businesses deserve infrastructure that works consistently and public projects that are completed responsibly.

  • Improve roads and address dangerous or neglected areas
  • Reduce disruptions, outages, and unnecessary costs
  • Demand clearer timelines and accountability for public projects

Gregory's approach: Infrastructure spending must produce visible results—not more delays, excuses, or temporary patches.

Affordability, Taxes & Cost of Living

The cost of living affects every family, worker, retiree, and small business in the Virgin Islands. Gregory wants government decisions to consider what residents can realistically afford and whether current taxes and fees place too much pressure on the people who live and work here.

  • Reduce unnecessary pressure on residents and local businesses
  • Lower the gross receipts tax for qualifying small businesses
  • Explore a reasonable tourist-user fee to replace lost revenue

Gregory's approach: Residents and small businesses should not be expected to carry an unfair share of the territory's financial burden.

Small Businesses & Local Jobs

Gregory understands the challenges facing Virgin Islands businesses because he has operated a local business here for more than a decade and employed more than 50 Virgin Islands residents. He believes local businesses should be treated as partners in building a stronger economy.

  • Lower the gross receipts tax burden on small businesses
  • Expand internships, apprenticeships, and employer-supported training
  • Strengthen industries where the Virgin Islands can compete and grow—including marine services, hospitality, skilled trades, and tourism

Gregory's approach: A stronger economy begins with local businesses that can afford to grow, hire, train, and keep good employees.

I am not running to choose sides. I am running to help solve problems—and I believe we can do that better together.

— Gregory P. Smith

Accountable, Independent Government

Gregory chose to run as an independent because solving problems should matter more than choosing political sides. He believes senators should evaluate every proposal on its merits and explain their decisions openly to the public.

  • Put results ahead of party politics and personal alliances
  • Ask hard questions about spending, contracts, and project delays
  • Communicate honestly with residents about decisions and progress

Gregory's approach: Independence means being willing to support a good idea, challenge a bad one, and never vote a certain way simply because a party expects it.

Public Safety & Emergency Readiness

Gregory spent approximately 30 years as a commercial pilot, including work in wildfire operations, medevac support, search and rescue, and coordination with emergency agencies. He understands that preparedness, communication, training, and calm leadership can save lives.

  • Strengthen coordination among emergency agencies and first responders
  • Improve disaster planning, communication, training, and readiness
  • Ensure emergency resources are maintained and available when needed

Gregory's approach: Emergency preparedness cannot begin after a crisis. Agencies must train, communicate, and prepare before lives are at risk.

Gregory's priorities will continue to develop through conversations with residents, local businesses, professionals, and community leaders across St. Thomas and St. John.
